N2 - We developed a flexible planning tool by means of an optimization approach that is able to locate and assign refuge centers through facilitating buildings to provide shelter and medical and psychological assistance to the victims taking into account the quality of service. The article proposes variants within the optimization model that allow the decision maker to evaluate different realities in the plan. The performance of the models inside the red zone of the 2010 earthquake in Chile is illustrated.
